What is an International Driving License and Why Do I Need One?
The goal of an International Driving License (or Permit) is to regulate the legal validity of driving in a different country than that of the licensee.
Over the years, a number of international conventions were signed. Those conventions set a framework and some uniformity for all international driving licenses issued all over the world.
The idea behind international cooperation was the creation of mutual monitoring mechanisms and effective exchange of information between countries.
Which driving license may I use to drive overseas?
Most countries do not require you to have an international driving license in addition to your valid Israeli computerized driving license. The new computerized driving permit issued in Israel today is valid in most countries but it is strongly advised you carry an International Driving License as well.

Who may issue an international driving license in Israel?
The International Driving License can be issued by the following franchisees:
- Eshet Tours
- Taldor
- MEMSI
- Israeli Postal Authority

What will you need in order to obtain an international driving license in Israel?
- Your valid Israeli Driving License.
- Your picture must be in the database of the Israeli Ministry of Transport.
- The service fee. Fees can be paid by cash or credit card.
- Additional documentation is required for a driver`s license that will be valid in Japan.
A proxy can be used but it is advised to go personally. When the applicant is overseas and the courier (proxy) does not have the original documents, the proxy can present photographs of the applicant’s driving license, his valid passport and / or identity card and a written statement from the applicant explaining that because he is abroad he cannot apply with the original certificates.
